Janis Garcia Keating is the Founder and President of Wilco Group LLC, an award-winning federal consulting and technology firm supporting government agencies in solving complex mission, operational, data, and technology challenges. With nearly three decades of experience in federal consulting, Janis has built her career at the intersection of mission operations, technology modernization, data, and organizational transformation.
Janis holds a Master of Public Administration (MPA) from Syracuse University’s Maxwell School of Citizenship and Public Affairs, reflecting a longstanding commitment to public service and an intentional career focused on helping government organizations accomplish their missions.
Janis has supported the Department of Homeland Security (DHS) since 2003 and the Federal Emergency Management Agency (FEMA) since 2006, giving her more than two decades of experience working alongside federal leaders on complex mission challenges. Her FEMA experience spans resilience, disaster preparedness, flood risk and insurance, grants, enterprise data and analytics, and technology modernization.
Approximately eight years of Janis’s FEMA career were focused extensively on FEMA Resilience and the National Flood Insurance Program (NFIP). During that time, she developed deep knowledge of the business and operational processes underlying federal flood insurance and risk management – including flood zones and risk, policy applications and underwriting, claims and appeals, mitigation activities, and post-disaster flood response operations.
That mission knowledge became foundational to her approach to technology and consulting leadership. Rather than viewing modernization as primarily a technology challenge, Janis believes successful transformation begins with understanding the mission, the people who execute it, and the operational environment in which decisions are made. She has applied that philosophy throughout her career to help federal organizations modernize complex systems, improve the use of data, strengthen program operations, and translate emerging technologies into practical mission outcomes.
Janis founded Wilco Group in 2010 and has grown the company into a trusted federal partner providing digital transformation, data and analytics, program management, agile delivery, and management advisory services. Under her leadership, Wilco has supported missions across FEMA, DHS, the U.S. Department of Agriculture, and the U.S. Patent and Trademark Office. The company has earned a history of exceptional federal performance evaluations and recognition as a Small and Emerging Contractors Advisory Forum (SECAF) Small Business Government Contractor of the Year and as one of America’s fastest-growing private companies on the Inc. 5000.
As both a technology executive and business owner, Janis brings a perspective shaped by leading through complexity and change. Her work frequently requires bringing together executives, program leaders, technologists, analysts, contractors, and operational stakeholders who approach the same challenge from very different perspectives. She is particularly interested in how leaders build shared understanding, make sound decisions with incomplete information, and create organizations capable of adapting quickly when circumstances change.
Janis holds the Project Management Professional (PMP), PMI Agile Certified Practitioner (PMI-ACP), and SAFe Agilist certifications. She is also active in the federal small-business and professional community (ACT-IAC, NEMA, GTSC, AFFIRM, PSC, NOVAHCC, etc.) and serves on the Board of Directors of the Latino Executive Network (LEN).
