Agile Development Support

  

We recognize that Agile is about more than just technology and use frameworks like CALMR (Culture, Automation, Lean, Metrics, & Recovery) to assess DevSecOps readiness across an organization. Wilco Group also knows that Agile development methodologies are not “one size fits all” and that different elements may work better for some customers than others (Scrum, Kanban, etc.). We use available tools (Jira, Confluence, Slack, etc.) and appropriate frameworks (Scaled Agile) to facilitate critical collaboration between development teams and product owners such as sprint/release planning, backlog grooming, daily scrums, sprint reviews, wireframe reviews, retrospectives,  etc. We also track agile development metrics, monitor trends, and produce information radiator graphics/at-a-glance visual displays and dashboards.

 Applying our Agile delivery experience, we do not have an "ivory tower" approach - we are able to meet teams and individuals wherever they are in their journey and help them improve. Our understanding goes beyond basic Agile ceremonies with knowledge of concepts and methods like Lean, Lean Thinking, Kanban, eXtreme Programming (XP), Scaled Agile, and integrating Customer Experience into User Personas.

Systems Engineering Life Cycle (SELC) Support

  

Wilco Group has a deep knowledge of System Engineering Life Cycle (SELC) processes, gates, and required documentation. Effectively navigating the SELC is critical to any successful IT implementation and SELC documentation is necessary to fulfill security requirements such as an Authorization to Operate (ATO). Wilco Group has experience with SELC gate preparation, facilitation and documentation as well as with requirements elicitation and traceability from functional requirements to user stories and test cases.

Program and Product Management Support

  

Wilco Group uses best practice Agile and PMBOK -based project management guidance from project inception to closeout activities. Our staff have appropriate certifications and training to manage a range of programs from large-scale integration and strategic IT initiatives to sustainment activities. We work with our customers to run Agile workshops, establish an Integrated Project Team (IPT) environment to share issues/successes/blockers, establish a cadence for communications/status, develop risk identification/ management processes for leadership visibility, track performance, monitor quality, and identify dependencies that may cause cost and schedule variance without careful monitoring.

Planning, Strategy, and Portfolio Management Support

Effective planning and strategy require analysis of stakeholder needs, customer experiences, strategic goals, performance measures, lines-of-business, etc. We collaborate with customer PMs to understand nuances, analyze available data, develop roadmaps, and present options that will deliver incremental success on the way to larger milestones.


Wilco Group also understands the frameworks and guidance for Capital Planning and Investment Control (CPIC) and portfolio management that has alignment between business, IT, and financial objectives.  Supporting these processes, in collaboration with Enterprise Architecture stakeholders, helps our customers ensure value across their program portfolios, maximize efficiencies through Technology Business Management (TBM), provide increased visibility, and improve their FITARA scorecards. 

Business Process and Communications Support

Wilco Group works with customers to conduct LEAN value stream mapping and analysis to identify waste/bottlenecks, identify improvements, create to-be processes, optimize, and automate (BPM workflow, RPA, etc.).  This includes analysis and support of end-to-end Acquisition processes from market research and negotiation to post-award, protest defense, and data calls.


  

Successful change management includes effective communication and dispersed ownership. Wilco Group helps our customers with informal and formal communications ranging from Agile information radiators, status reports, dashboards and user guides to newsletters.


  


Disaster Management Support

In recent years, natural disasters have only increased in frequency, size, and impact.  In 2017 alone, Hurricanes Harvey, Irma, and Maria left unimaginable devastation and unprecedented financial losses in their paths. Since Wilco Group has been supporting the Federal Emergency Management Agency (FEMA) since 2010, we understand the different mission areas such as Preparedness, Mitigation, Response and Recovery - as well as the Grants Programs that support all the mission areas.

Homeland Security Support

Wilco Group has a deep history of supporting the Homeland Security mission and our employees have provided services for several DHS components since the organization was created after the 9/11 attacks.   Wilco Group employees supported the organizational and IT standups of the Transportation Security Administration (TSA).  We also supported Capital Planning and the rollout of the Western Hemisphere Travel Initiative (WHTI) at Customs and Border Protection (CBP).
