8(a) Direct Award
The SBA can facilitate an agency direct award contract to Wilco Group, up to a ceiling of $4.5 million. This can be achieved by following a three-step process:
STEP 1 - AGENCY DEFINES THE SCOPE OF THE REQUEST FOR WILCO GROUP
- The Government Point of Contact (POC) develops a Statement of Work (SOW).
- The POC prepares a cost estimate and obtains the necessary funding.
- The PM selects Wilco Group LLC, an 8(a) certified disadvantaged small business, to execute the work.
STEP 2 - SBA FACILITATES THE OFFER
- The Government Point of Contact (POC) develops a Statement of Work (SOW).
- The POC prepares a cost estimate and obtains the necessary funding.
- The PM selects Wilco Group LLC, an 8(a) certified disadvantaged small business, to execute the work.
STEP 3 - AGENCY AWARDS THE CONTRACT TO WILCO GROUP
- Wilco Group LLC submits the proposal to be evaluated (and negotiated, if necessary) by the agency.
- The contract is awarded to Wilco Group LLC

1. 2. Improve Small Business Contracting Scores: Agency contracting goals instruct most federal agencies in how much of their contracting dollars should be awarded to small businesses. As of 2025, the federal goal for 8(a) agency contracting is to award 5% of prime contracting dollars to 8(a) small, disadvantaged businesses and 5% of prime contracting dollars to Woman Owned Small Businesses (WOSBs). Agencies submit their proposed goals to the SBA annually and receive report cards on their performance. FAR 19.704(a)(1).
