PRIME GSA MULTIPLE AWARD SCHEDULE (MAS)

The SBA can facilitate an agency direct award contract to Wilco Group, up to a ceiling of $4 million. This can be achieved by following a three-step process: 

•  The Government Point of Contact (POC) develops a Statement of Work (SOW).
• The POC prepares a cost estimate and obtains the necessary funding.
• The PM selects Wilco Group LLC, an 8(a) certified disadvantaged small business, to execute the work.

•  The POC asks their Contracting Officer (CO) to prepare and submit an “Offer Letter” to Wilco Group's Business Opportunity Specialist.
• SBA processes the “Offer Letter” and returns it to the agency within five business days.
• The CO submits the SOW to Wilco Group for response.

•  Wilco Group LLC submits the proposal to be evaluated (and negotiated, if necessary) by the agency.
• The contract is awarded to Wilco Group LLC

1.  Reduce Your Award Cycle Time and Reduce Paperwork through a Non-Challengeable Sole Source Award:  Wilco Group can receive sole-source awards of up to $4M and they cannot be challenged or protested by another participant or any other party due to Wilco's status as an 8(a) SDB business. 13 CFR 124.571(a)
2. Improve Small Business Contracting Scores:  Agency contracting goals instruct most federal agencies in how much of their contracting dollars should be awarded to small businesses.  10% of work must be awarded to 8(a)s and SDBs and that goal may rise to 15% soon (FY22-25).  Agencies submit their proposed goals to the SBA annually and receive report cards on their performance.   FAR 19.704(a)(1)
